I just bought one used from EBay supposedly working(good feedback) and the first thing when I read the instructions before it had even arrived( I downloaded the instructions from Digitrax) is never make any connections with it powered on, so I made sure never to do that.

First: I'm using Atlas dual coil switches

Second: I verified the switch worked in both thrown and closed worked via the AC power on My MRC 500(used a 2 conductor test wire, not connected )

I was told these switches work for AC and DC

Third: I loconetted to my DC52 and Plugged in my DS64 to the PS14 that came with my DS64

Fourth: I reset using Option 7 to reset to factory default, switches 1-4 and set for solenoid

Fifth: I powered off the DS64 and hooked up the wires correctly green was common on my 3 conductor wire, went to P+ red and white went to 1R and 1G

Sixth: I powered on the DS64 and in switch mode on my DC52 I operated switch one using A, then B, closed and thrown. The ops light flickered like it got the signal, but nothing happened. The switch never moved in either direction but the ops light flickered every time I switched it.

In the quick start instructions for the DS64 it says to connect TRKA and TRKB to my track, Is this in addition to the PS14 power or an alternative to it?

What did I do wrong or what else do I need to do?

How can I measure the voltage to see if there is any voltage on the output? I checked with a DC volt meter and I got nothing. I even watched a youtube video

several times to make sure I had it programmed right. Also hooked up an led with a resistor on the same terminals and no light at all

If an led lights(in the video) I should have a DC volt reading, right?

Thanks for any assistance here.

I got it working, I reprogrammed the outputs to 1, 2, 3, 4, which should have taken place when I reset back to factory. I also unplugged the USB connection to my laptop before reprogramming. I also had reached out to Digitrax tech support which was very responsive even on a Friday Night!
So it's all good now
