Another DCC wiring problem

I have a HO Bachmann 4-6-0 DCC ready that I replaced the trucks with Athearn wired trucks. I put all isolated trucks on one side and non-isolated trucks on the other. I wired the leads from the trucks to the circuit board inside the tender. It did not move. I have a Proses DCC VT-001 Voltage tester that I used on the track prior to placing the engine on it. After I placed the engine on it and turned on track voltage (DCC) the tester showed no voltage. I put the Bachmann trucks back on and hooked up those wires to the circuit board, tried it again and the voltage tester showed no power when I placed the engine on the track. I took the decoder out of the circuit board and placed the dummy decoder in it and it did not run on a piece of track that I supplied with DC only. The voltage dropped off considerably. I went to remove the engine...with voltage on the track and as I picked up the engine slowly, the drive wheels turned. I placed the tender on the edge of the track and put wood pieces under the engine off of the track and supplied power (DC) and the trucks move in all speeds and reverse also. Anyone know what is wrong...seems to me like a short somewhere...maybe the engine. The photo is kind of crappy; there is wax paper under the pieces of wood; but the engine is raised off of the paper and the drive wheels are turning...put the engine on the track and nothing except a massive power drop

You said you changed the trucks on the tender. Can you turn each one 180 degrees? It sounds to me like the polarity between the engine and tender is swapped.
 
Can you check continuity between loco and tender wheels? They should be 0 ohm on the same side. Is there a plug between the two? Could it be upside down and swap power left to right?

Next time you are in my neck of the woods, stop by and I will buy you a drink. I switched the red and black wires on the tender circuit board and everything is running fine
