Bought today for $20 in Effingham, any idea where this would've been?

Some years ago, a bunch of towns on the highline i.e. Empire Builder route had posters and other publicity in support of Amtrak.
 
Update for all, put at the city limits on highway into the town or city. Ex. Galesburg Il, Effingham Il, etc.
