The original oil has dried up and turned to varnish. Those are traction O-RINGS on the wheels.

Yes, remove the shell and CLEAN off all the old stuff first. Motor shaft, worm gear. Break the power truck open and clean all those gears.
Then apply new plastic safe lubrication.
