4-4-4, I found this page from about 1966 that has quite a bit of information on NZ small early steam in industrial usage. The 4th picture down is of similar locos. They used a combination of geared and chain drive

Funny, it sorta resembles a stripped-down, home-built Shay.
Typical New Zealand, probably one of the most DIY, use whatever you can lay your hands on, nation in the world.
