I have a fixed 12v power supply powering my city lights. They get hot. How can I cut the power down a couple volts? Will it help?

What kind of power supply do you have? How many lights are on it? You say it is fixed, did you measure the voltage at one of the lights? Do you know what kind of current you are pulling, or can you calculate it or give specs on the lights?

If we knew what PS you have, and what your load is (how much current do the lamps draw), then we can go from there with suggestions (methods to drop voltage, or that you need a different PS).

My first ever solution to that problem was to wire two of them in series giving 6V each; hence cooler, and a much longer life span.
