im switching back to ho for now and was wondering if the 2% grade would be enough for a train to pass under or would the 4% be better for that

Yes you will need 2 sets to go up then come down. 1 set per pack.
Now keep in mind, in Ho scale it will only do 1 track per set. If you want a double mainline you will need to put a set side by side to accommodate a double mainline. A single set isn't quite wide enough.thank you so much that helps
