You need spdt center off (momentary). The switches normal position is in the center. Either throw is momentary.
It should be identified as SPDT C/off Mom. I have seen it shown also as (on)-off-(on). The brackets indicate that on is a momentary function.

When I just finished troubleshooting a couple on my newly laid track, it was just the opposite. Mine would go through at high speed, but short at low speed. Ocassionally, it would short at high speed too, but the flywheel momentum would keep it going and it would just restart.

I bought one about 7 or 8 months ago. This was after not having a layout set up for around 20 years. Within 5 minutes after opening the box (literally), I had a train running and was able to easily change the address and modify CVs. It seems very easy to learn.

33 shows as Praecipuus, located in Canada. That's not much help, unless someone has heard of them. Perhaps they provide electronics to someone else.

I removed the original light board. Then I hardwired the TCS M1. The M1 is mounted on the Front Transmission cover. TCS decoders lock using CVs 15 & 16. I haven't locked mine yet, I played with settings as I was working, so I could do one or the other at a time.

The easiest thing to do would be use a Soundtrax replacement board. If I were to do it again, I might even go that way.
I did one using a TCS M1 for the motor/light functions and a Soundtrax DSX for sound. Mounting the decoders isn't that big a problem. The TSC will fit under the short hood...
