What loco is this?

I picked this up at a train show. After doing some research the road never really had diesels before being incorporated by CN.

Canadian Northern 8406.

Can anyone shed any light on the road and the loco itself? I'm assuming that it was painted for someone's custom road.
 


Is that N scale? If so it's an atlas/kato rs-3 unit. If cleaned up they are a very nice running unit. My Father had one and it was my favorite runer on his layout.
The Canadian Northern logo looks like someone made a paint sheme as though Canadian Northern was never absorbed into The Canadian National system in 1918. Nice looking paint scheme BTW.
