It almost got to 50 today so I figured Id ride my bike for a change so a i rode down a few miles to some tracks, to my surprise an abandoned siding had been repaired and had some hoppers on it. I had also seen earlier a few miles down the tracks they were preparing to replace a large strectch of tracks. Anywho I saw these on the side of the tracks, they say test rail do not load on them. What are they used for (testing obviously

Unloading dock height
I can remember when they were replacing the main street crossing in Pawling, NY they didn’t install the proper crossing for the rail height and eventually had to take it all out. Maybe it has some thing to do with getting the height of a loading dock or something right. If you were going to build some type of unloading structure you would have to know the exact rail height.

I really dont get the siding. It is just on the other side of these tracks.
http://www.youtube.com/watch?v=OddbR6IP8Uw&feature=channel_page There is a long abandoned building that use to be served by rail just to the right out of the vid and the closest possible customer would be the new plaza seen in the video but it is way uphill so it seems unlikely aswell as why would they need it? But your right it probably has to do with proper rail height. humm....
