I am considering modeling it, I used to drive past it all the time when I was a kid, that and the Locust Point Yard are some personal favorites. I would need some kind track plans and a general idea of what buildings were where. I tried searching and still haven't had any luck. Does anybody have any suggestions?

I don't know anything about the Port Covington area but here are some references that might help:

I have no idea where you would get a track plan. Your best hope might be topograpahic maps and aerial photos from the 50's of the area since the rail facilities are apparently gone. Search on line ofr Blatimore maps and aerial phots and see if this yields anything. If you e-mail Wes Morganstern at his web site, he may have some original materials he used to build his layout. Good luck.
