It is called a "Brandt" truck, and is used strictly for MOW operations on "out of service" tracks, by MW employees or contractors, under the supervision of an MW Foreman. It is of course, a large highway rail truck, fitted with a drawbar. Most are leased although some leases are long term. They have been around for a few years now.

But that's not an out of service track. That track is an active freight line
