huh... I've never seen a double sided one before. I guess it would make sense as it would make it easier to turn around without a carousel.
 
CN had some for use in branch lines where there no places to turn them.

"All" you'd need to model this one is a couple of those new Russell plows from Walthers. Would only cost about US$140 plus shipping and any pieces of styrene or whatnot! ;)
 
Walthers' Russell plows would not be suitable for this model, the blade isn't deep enough.

A modeler has prepared a design to have such a plow printed on a 3D printer from Shapeways, you can buy one from them.
 
If you go digging on the internet, look for the old AHM snowplow mounted on a gondola. It's supposed to be based on a MILW model.

Then there's old Athearn rotary snowplow, too.
