Horse power

I thought that when the first Grand Central Station was under construction that after a certain point horses pulled the train in to station?

Probably a plant switcher, I've seen photos of loaders doing the same task at small plants in North America. Not enough demand for a locomotive or even a Trackmobile, so they use whatever works.
 
I saw the same kind of thing when I was in Slovenia. As Bob said, the tractor is multipurpose and is probably being used to shift cars around a plant. The buffer and chain couplers make it prety easy to rig up a hook on the back of the tractor. The former Eastern Bloc countries don't worry about things like OSHA and the FRA and make do with what they have. That tractor has a pretty good load, even if it's downhill. :)
