That's a self-guarding cast manganese frog. They are becoming more common as switches get upgraded. You can see by the old tie plate marks that this switch has had some work done to it. In relatively low speed operations, those cast manganese guards bolted to the frog to the same job as normal guard rails but the frog can be installed as one piece and it's chepar that a frog with separate guard rails. Those maganese castings are really strong so they hold the flanges tightly on the route of travel. Apparently there are less low speed derailments using this type of self guarding frog that the more traditional type as well.
