Looks like an old Penn Line 2-8-0 missing the pilot truck.

They have been out of production for several decades. You may be able to find a replacement on that auction site.

Is this a Pennsylvania steam locomotive?

Yes. The big give away is the boiler being square back by the cab. That is called a Belpaire fire box. Only a few railroads used them. Pennsy most of all, using them on many of their locos.
