What would you do if your car tire looked like that?
 
If that truck is like some I have (rigid, all-metal) you do have a problem. On mine I had to gently pry the ends of the side frames apart until I could get the wheelset out. From there it was an easy matter to put a new one in and gently squeeze the frame ends back together with pliers. I don't know right off what manufacturer made them but I hope I never have to work on them again. There's another design similar to what Athearn used back in the 60's and 70's that has three main pieces for the truck plus the whellsets and metal springs. You don't want those springs to get away. They're hard to put back in. With that type of truck you simply twist the truck a little and the wheelsets will fall out. Getting the new wheels in is easy but don't twist the frames too far. If you do the coil springs will pop out and find some dark corner and never be seen again.
 
Only problem is that is the real thing not a model so I had to resort to this method to fix it
