Woodland Scenics makes some outstanding products. I'm not sure exactly how to apply them though. Here is what I'm planning on using to name a few:

Fine Turf
Blended Turf
Course Turf
Underbrush
Bushes

For example, I'm in the process of making a city park. I've layed down a mix of 50/50 glue/water and spread down the fine turf. It stuck okay...there was lots that vacuumed up. But with the other turf, underbrush and bushes, how do you suggest I attach/glue those down over top of the fine turf? The course turf for example is too fluffy to stick to glue layed down with a brush, and too fine/fluffy to be attached piece by piece.

After the sprinkled stuff is dry (four hours or more?), you place a nylon/panty hose insert into your vacuum hose, held so that it doesn't get sucked into the bag, and you carefully vacuum what didn't stick. Spray more glue and reapply what you caught in the nylon insert.

Or, better really, just use a spritzer to over-spray what you allowed to dry, and it should glue what didn't stick for a fuller cover. You want to mist it quite heavily, but not direct the nozzle toward the grass and blast it away.

Once that is dry, go to a heavier foam product and lightly sprinkle some of it, just a bit, here and there to get a natural look of mixed grasses and such. It would be a good idea to wet the existing grass once more before you sprinkle the heavier turf, and let it dry. Then overspray once more to get it all well bonded.

Then, with some wood glue or white glue in a jar lid, dip small clumps in the glue lightly and place them on your layout. This takes some time, but not more than an hour or so, depending on the coverage and area.
