Ginormous frogs?

Noticed some very high switch frogs in the METRA yard south of Chicago US the other day. These things stick up about 3-4 inches higher than the railheads - almost look like Code 100 frogs on Code 83 switches.

Anybody know the story on these things? I vaguely remember something about titanium (?) frogs coming into use, but I don't recall the details.
