Have a "What-I-Did" to alleviate the stalling with the New Tooling Oldtime Bachmann 4-4-0:

So the issue wasn't that the axle wipers were not working well, it was that each one was only picking up on a single side.
 
Small locomotives need all the tender wheels picking up current.

Never thought axle wipers were the way to go, have always found that to be erratic on small locomotives. Look at N-scale steam and the ones that run well.

Easier to eliminate the factory pickup system and put in something better.
