I am designing a custom Passenger locomotive and I was wondering.......

I Notice on most of the commuter lines there is no Dynamic brakes on the GP's But the EMD F40Ph's, F59PH and Also F59PHI they Have it

Do the new MP's have them as well?
Do commuter lines normally orders Dynamic Brakes or is it a Hit and Miss?

Just really curious I know the Locomotive I'm building is not prototypical but i would like to get as close as I can,

Does your commuter line have any serious grades? If not, DB would probably be considered an unnecessary luxury. If your layout will have something like the Santa Ana canyon, you could get away with them, even if you don't have big grades.
 
The use of dynamic brakes reduces fuel consumption and brake shoe wear so they are now used by even flat land railroads.
 
So it would be good idea to add the Dynamic brakes to a new commuter locomotive?

How bout switchers built from GP's Dynamic's in or out with the brake shoes modified?
