After I remove a decal from an old engine or a pc. of rolling stock, should I put on decal set to put the new decal on or should I coat it w/a gloss clear to clean up the dull spot first? I removed the decal w/91% alcohol & an eraser & then wiped down the area w/a litely dampened rag w/the same alcohol.

You always want to put decals on a glossy surface. I would spray it with some type of gloss, decal it, and then dull cote it again.

I've used a little Future floor polish on just the tip of a rag to polish up the dull area and then put down the new decals. Same concept but just a little less messy.
