DCC Sound Value? Is there a decoder installed?

Hello,
Looking to buy another DCC locomotive but am confused by the following (See Red Highlighted text

Bachmann HO 64305 F7-A Diesel Locomotive, Pennsylvania Railroad (Single Stripe) Unnumbered (DCC Sound Value on Board)

Does this mean the locomotive has a DCC Decoder?

Not sure about this.

It's a sound decoder with limited sounds. Instead of the relative plethora of sounds usually in a sound decoder, the one you are looking at will only have motor, horn, and bell sounds. The motor sound will not start up and shut down, but will instead simply begin running. There is no brake squeal, and only a selection of three horns, instead of the usual 15.
But, the sounds that are there are very good, crisp and clear, and sound like the engine they are supposed to represent. I have three sound value Bachmann engines, and they are very good runners, and sound good.
