It could be the camera being used to make that color appear black to some people. To me it does look blue but very dark. Saw the same thing happen w/ Los Angeles Junction Ry ALCO pix. Some people swore up & down the base color was black. But the base color was Santa Fe blue. Santa Fe painted their diesels yellow then painted the blue. LAJ painted the Santa Fe blue over their original black. Did see a builders plate off one of the LAJ ALCOs & it was definitely blue.
 
I've had 2 of the SF pinstripe models, a Genesis FP45 and the Blueline Alco RSD15 that Terry showed in a video recently (I remarked on that as looking almost black). It is quite a dark blue, darker than the blue used on the warbonnet scheme. Camera interpretations are not always accurate.
