I'm not familiar with the Bachmann EZ DCC, but I am familiar with Bachmann Track. You need to connect one wire to each side of the Atlas track. If it is very long, you need to connect power in more than one place. You do this by running two wires (called a bus) under the layout following the track, and connecting feeder wires every 3-6 feet. DCC is much more sensitve to power loss than DC.
 
Short answer is yes. As Chip said, you'll need to connect the two wires so they are soldered, one per rail, or you can use a standard terminal track with two spring or screw connectors. There's nothing magic abut the Bachmann connector, it's just a different form of terminal track connector. If you have something like a 4x8 layout, that's likely to be the only wiring you'll need. The more track you have, the more additional feeders you'll need to keep up the voltage.

BTW, you might want to check e-bay for these before you make a purchase. They routinely sell for $15 to $20 than the price in the link.
