Bachmann spectrum acela problem

I just received a Bachmann spectrum amtrak acela dcc onn board. My question is on my dcc layout with its default address of 003 the engine buzzes when throttle is turned up until 10 or so then it will move slowly building speed as i add it. The buzz is quite loud and does not seem to be right. When it is running it seems to be fine. Is it a loco problem or are the cv's for start up wrong an they be changed on this loco? I have 30 days to return this if it is bad. I know bachmann is not the best but i liked this train and the price was fair so i tried it. Any thoughts?

I have two Bachmann GP38 with factory DCC. Both run very loud. I put a Digitrax Decoder in one and the running noise went away. It's the decoder.
 
I run an acella with an NCE decoder and it's smoothe and quiet.
If it's new make sure it gets a good break in run of 1/2 hour at half speed in each direction.
 
Bachmann decoders are know for being some of the poorest running decoders out there. When I get a Spectrum from them, the first thing I do is replace the decoder with something else.
