Another place to look is flea markets, estate sales, Craigslist, Goodwill and other 2nd hand markets.

I purchased an entire 12'x16' layout at an estate sale and sold a bunch of stuff I didn't need and made that money back. I still have a ton of stuff left from that layout. Although I may have to sell some more just to clear my excess. Unfortunately, it was the layout only and no trains.
